ICEVI and the World Blind Union (WBU) Joint Position Statements and Papers

Region: Global

2018 - 2024

Between 2018 and 2024, ICEVI and the World Blind Union (WBU) co-developed a series of Joint Position Statements and Papers addressing critical priorities in inclusive education for individuals with visual impairment worldwide.

These publications include:

  • 2018 Joint Position Paper on Education, outlining a shared vision for fully inclusive education systems, policy reforms, teacher training, accessible materials, and robust data collection.
  • Braille Literacy Position Statement, affirming braille as essential for education, communication, and social inclusion, and calling for sustained investment in braille teaching and technologies.
  • 2023 Joint Position Statement on Digital Classrooms, identifying barriers in digital learning and recommending solutions for accessible platforms and teacher training.
  • 2024 Joint Position Statement on Early Childhood Development, emphasizing the importance of early detection, family support, and inclusive early childhood education for children with visual impairment and additional disabilities.
  • 2024 Joint Position Statement on Education in Situations of Emergency, highlighting the need for accessible materials, assistive technologies, and inclusive practices during humanitarian crises.

Impact: These joint statements and papers have significantly shaped global and regional advocacy, influencing policies, funding priorities, and educational practices. They reflect ICEVI’s role in connecting global disability rights frameworks with practical guidance for governments, educators, and development actors. The publications serve as key resources for disability networks, ensuring that inclusive education policies are informed by lived experiences and technical expertise, and reinforcing the shared conviction that all learners with visual impairment deserve full participation and equitable opportunities in society.

Co-developed by ICEVI and WBU, with contributions from regional networks, OPDs, educators, technical experts, and global allies such as the LEGO Foundation, DAISY Consortium, and Accessible Books Consortium (WIPO).
